I read the label every time. Organic cotton, right there on the front.
I thought those two words described the pad. The whole pad.
They describe a layer. Here are six things that follow from that, and a check you can run tonight on the box already in your bathroom.
I pulled the published ingredient lists for seven organic pads, the kind that sit on the shelf at Target or the pharmacy.
On all seven, organic cotton is assigned to the top sheet.
Some say topsheet. Some say cover. Some say top layer.
The absorbent core underneath is listed as something else, on its own line, a little further down.
Not one of the seven lists organic cotton in the core.
One box prints its own number. 7 percent organically grown cotton, under the word organic in big white letters.

Nothing there breaks a rule. Those labels are accurate.
The word just comes with an address attached, and the address is the thinnest part of the pad.
The aisle will not answer this one. Every front panel says the same two words.
So it turns into twelve tabs after the house is asleep, and a box turned over under the bathroom light.
Hours of that. Over pads.
topsheet. top sheet. cover. cover pads. top layer. top layer fibers.
There is a shorter way, and it needs nobody's permission.
Go find the box already in your bathroom.
Find the ingredient list, find the words organic cotton, and read what sits next to them.
If it says top sheet, or topsheet, or cover, or top layer, that is the layer the word was covering.
The core will be a line or two below it. Read that line too.
That is the one that answers what is actually in the middle.
A pad is a stack.
A top sheet against the skin, and an absorbent core under it, the thick middle that does the holding.
What the label usually means is a thin cotton sheet over a core of super absorbent polymer, wood pulp and viscose.
The claim stops at the thinnest part.

Two independent standards on the same material is a harder thing to claim than one.
